On October 2, 2026, the State University of Trade and Economics hosted the International Scientific and Practical Conference titled " Disinformation, AI and Law: Potential and Legal Frameworks for Countering Disinformation".
The event was organized under the "East-West Dialogue" program of the German Academic Exchange Service (DAAD), thanks to a close strategic partnership between SUTE and the Technical University of Applied Sciences Würzburg-Schweinfurt (THWS, Germany). The project and the event were made possible in large part through the initiative and dedicated leadership of Professor Ralf Roßkopf (THWS).
Welcoming remarks were delivered by:
- Anzhelika Gerasymenko, Vice-Rector for Academic Performance and International Relations at SUTE;
- Mikhail Leshchenko, Counsellor for Science at the Embassy of the Federal Republic of Germany in Ukraine;
- Sofia Oganesyan, Head of the DAAD Information Center in Kyiv;
- Ralf Roßkopf, Professor of AI Law at THWS and Vice President of the German-Jordanian University.
The conference program comprised four thematic panels focusing on current legal and technological challenges in combating disinformation:
- EU Legal Regulation (Moderator – Prof. Ralf Roßkopf). Speakers addressed platform regulation (Prof. Hanna Ruschemeier, University of Osnabrück), AI explainability requirements (Tahireh Panahi, University of Kassel), and the reform of the Artificial Intelligence Act (Prof. Eric Hilgendorf, University of Würzburg).
- Ukrainian Context and Responses to Challenges (Moderator – PhD student Roman Shpyrka). Panelists included representatives from the Ministry of Digital Transformation of Ukraine (Olha Kozub), leading experts and consultants from the Council of Europe and the OSCE (Vasyl Oryshchuk, Maksym Valin), as well as scholars (Prof. Anatolii Marushchak, Nataliia Kholiavko).

Presenters examined civil liability for AI risks and comparative aspects of European and Ukrainian legislation (Dr. Hisham Jadallah Mansour Shakhatreh, Associate Prof. Hanna Ilchenko, Associate Prof. Tamara Kortukova, PhD student Roman Shpyrka).
- Student Panel (Moderator – Associate Prof. Tamara Kortukova). Students presented their own research on information tracking, OSINT analysis, and practical tools for detecting propaganda narratives, which were developed in joint working groups with THWS students during their internship in Würzburg.
The event brought together over 50 scholars, legal experts, digital technology specialists, and students. Participants emphasized the importance of further deepening international scientific cooperation, adapting Ukrainian legislation to EU standards, and developing effective legal mechanisms to protect the information space from manipulation and disinformation.
