The ceremonial awarding of diplomas to the first edition of the international program "International Public Procurement Management" took place at SUTE

On May 30th, 2026, the SUTE hosted the commencement ceremony for the first cohort of the international master’s program " International Public Procurement Management"

The project, created 14 years ago by Professor Gustavo Piga (University of Rome "Tor Vergata") in the form of the world-renowned Master's program for public procurement specialists, IMPPM, has been successfully implemented in Ukraine based at SUTE.

This Program has become an important milestone in the development of professional training for procurement specialists in Ukraine. The implementation of this unique program became possible thanks to the efforts and support of the Rector of SUTE, Professor Anatolii Mazaraki.

Distinguished guests addressed the graduates with welcoming remarks, noting the importance of the program for the future reconstruction of Ukraine:

  • Anatolii Mazaraki, Rector of SUTE, Professor;
  • Carlo Formosa, Ambassador Extraordinary and Plenipotentiary of the Italian Republic to Ukraine;
  • Vyacheslav Ovechkin, Representative of the European Investment Bank (EIB);
  • Iaroslav Liubchenko, CEO of SE "Prozorro".

The event was moderated by Anzhelika Gerasymenko, Vice-Rector of SUTE, Professor.

The first graduation of the Program's masters: successful defense of qualification theses and the start of a new management elite

The State University of Trade and Economics, in partnership with the University of Rome Tor Vergata, completed a two-day defense of the master's theses of the first batch of the joint English-language program "International Public Procurement Management".

This event became a significant milestone that confirmed the high professional level of training of specialists who are critically needed for the recovery and economic integration of Ukraine. All the presented master's theses demonstrated exceptional quality, depth of analysis and undeniable practical relevance. The students successfully worked out the key issues of international procurement practices, fundraising, as well as ensuring the transparency of the use of funds of international financial institutions.

Special gratitude is expressed to the Chairman of the Examination Commission Iaroslav Liubchenko, General Director of the State Enterprise "Prozorro". His deep professional expertise, objectivity and experience in the field of public procurement ensured high standards of evaluation of the works, which is extremely valuable for the development of the program.

The University also expresses its sincere gratitude to all members of the commission, academic supervisors and teachers, whose contribution was decisive in forming a new generation of public managers ready for the challenges of rebuilding the country.

The graduation of the first batch of the program is a powerful signal: Ukraine is not just preparing for recovery, it is forming a highly competent management elite. It is these specialists who will ensure the transparent and effective use of international assistance and resources in the future.

Our masters have gained international experience in procurement management from leading world experts

As part of the training module for the first Ukrainian group of the international master's program in international public procurement management, a series of exclusive lectures was held. Recognized international experts Aisha Nadar and Alvaro Diez spoke to the master's students, who shared unique insights into the implementation of large-scale global projects.

Students had the opportunity to hear the experience of world-class specialists:

  • Aisha Nadar is a leading specialist in the field of international construction and dispute resolution with 35 years of professional experience. Ms. Nadar specializes in all stages of the implementation of cross-border infrastructure and defense programs. She is an arbitrator and mediator, is on the list of conciliators of the International Center for Settlement of Investment Disputes (ICSID) and holds the position of Vice-Chair of the Arbitration and ADR Commission of the International Chamber of Commerce (ICC). Her expertise in procurement reform has been used in projects by the World Bank, USAID, and the US Department of Defense.
  • Álvaro Díez is Deputy CEO of IRD Engineering, an international expert with over 25 years of experience managing multinational consulting and engineering companies. During his career, Mr. Díez has supported over 2,000 tender procedures in over 100 countries worldwide, with a total value exceeding $5 billion. He presented students with a unique perspective on international procurement from the private sector.

During the online meetings, the experts focused on practical aspects of international procurement that are critical for Ukrainian specialists in the context of future projects for the recovery and development of the state:

Strategic planning: from risk analysis to creating high-quality tender documentation.
Contract and Conflict Management: Effective Mechanisms for Mediation, Arbitration, and Pre-Trial Dispute Resolution in Complex Infrastructure Projects.

Business Perspective: Preparing the Private Sector for International Tenders and Tools for Successful Contract Execution.

For the program participants, this series of lectures has become a valuable platform for direct dialogue with practitioners. The knowledge gained will help master’s students develop the skills necessary to work effectively in an international procurement environment and implement high standards of transparency and quality in Ukraine.


 

The second edition of  students of the Program have completed the module "Competition and Procurement" under the guidance of Dr. Matthew Olczak

The second edition of students have successfully completed the Competition and Procurement module. The course, dedicated to one of the most critical aspects of efficiency, is supervised by Dr. Matthew Olczak, a leading expert at the Aston University market (UK).

Dr. Matthew Olczak, who currently heads the Department of Economics and International Business at Aston University (Birmingham), is an authoritative researcher in the field of industrial organization, competition policy and sports economics. His work is widely cited in professional international publications, and in 2022 his book on hub-and-spoke maps was published, which brought him recognition in academic circles.

Apart from his scientific activities, Mr. Olczak is known for his innovative approaches to pedagogy: as a Principal Researcher at Advance HE and an Associate Member of the Economics Network, he actively integrates modern technologies, in particular gamification methods, into the teaching process of microeconomics and behavioral economics.

During the module, the master's students focused on a comprehensive analysis of competition as a basic element of market relations, with a special emphasis on the field of public procurement. The training program covered the following key topics:

Introduction to competition: the essence and purpose of competition policy.
Theory and policy of collusion: a mechanism for detecting and preventing collusion in public procurement markets.
Merger policy: analysis of the consequences of mergers and their impact on the competitive environment of public procurement.
The interactive teaching format and the combination of theoretical knowledge with practical examples helped students to form a deep understanding of how the protection of competition affects the economic efficiency of the state.


 

Procurement Economics: our students mastered the tools of effective bidding design

The second batch of students of the international master's program successfully completed the third module - "Economics of Procurement". The intensive training was conducted by recognized international experts who combined a deep theoretical base with practical cases from the real sector.

The module was taught by reputable specialists:

Professor Nicola Dimitri: Professor of Economics at the University of Siena (Italy), Honorary Fellow of Clare Hall College (Cambridge) and Researcher at the Center for Blockchain Technologies at University College London. With experience as an economic advisor to CONSIP (the Italian procurement agency), Professor Dimitri focused students' attention on the fundamental economic principles of effective public procurement design.

Adriano Di Domenicantonio: Professional purchaser at Trenitalia and procurement consultant. His lectures were devoted to applied aspects of competition protection and antitrust prevention.
Within the module, students explored in detail the mechanisms that influence the quality and efficiency of procurement processes. The program covered a wide range of critical topics:

  • Strategies and formats: centralization of procurement, comparison of auctions and negotiation procedures, strategies for concluding contracts.
  • Economic efficiency: the criterion of “best value for money”, scoring rules, the use of lots and dynamic procurement.
  • Risks and compliance: prevention of corruption, combating collusion and collusion, managing incentives for participants.

Special attention was paid during the training to the analysis of real cases and the analysis of techniques that help minimize the risks of anti-competitive behavior. Practical exercises were based on the basic rules of structuring selections, choosing contract award formulas and correct allocation to lots.

Completing this module was an important step for graduate students in understanding how economic theory is transformed into effective management decisions that ensure transparency and efficiency of public spending.


 

International experience in procurement: Masters of the second batch of the Program completed the module "Legal Background"

The students successfully mastered the second training module, “Legal Background”. The course provided a deep immersion in the international and European legal frameworks that shape the modern architecture of public procurement.

The uniqueness of this module was the collaboration with three recognized world experts in the field of public procurement law, who introduced students to key aspects of global regulatory practice:

  • Professor Caroline Nicholas: A leading expert who led the reform of the UNCITRAL Model Law on Public Procurement in 2011. She opened the module with an analysis of the fundamental provisions of this document and its critical importance for the functioning of modern procurement systems.
  • Professor Robert D. Anderson: Presented the evolution and strategic objectives of the WTO Agreement on Government Procurement (GPA). The focus of the lectures was on mechanisms for ensuring market access and the role of this Agreement in implementing governance reforms, especially in developing countries.
  • Dr. Aris Georgopoulos: Introduced the audience to the general rules and principles of regulation within the European Union, analyzing in detail the practical application of EU Directives 2004/18/EC and 2014/24/EU.

Completing this module allowed the master’s students to structure their knowledge of the international legal environment and better understand the mechanisms that ensure transparency and efficiency of procurement in a global context. This knowledge is the foundation for future professionals who seek to implement the best international practices in the Ukrainian public administration system.


 

National Recovery Strategies: Module completed for the first edition

The first batch of students of the Master's program in International Public Procurement Management successfully mastered the training module "National Recovery Strategies". The training course under the guidance of PhD in Economics, Associate Professor, Larisa Lebedeva became an important stage in the formation of students' analytical vision of the economic future of Ukraine.

Within the framework of the course, the master's students focused on studying strategic planning, which is critically necessary for ensuring sustainable development and recovery of the Ukrainian economy. The module program combined a deep theory of economic growth with a practical analysis of geoeconomic and geopolitical factors that affect the state of the national labor market, manufacturing and infrastructure sectors.

The key focuses of the training were:

  • Analysis of real data: Students actively used the World Bank's Rapid Damage and Needs Assessment (RDNA) report for 2025 to assess the level of economic resilience of the country.
  • Sectoral approach: Consideration of priorities for the restoration of critical infrastructure, agriculture, commercial and financial sectors during and after the end of the military conflict.
  • Policy design: Development of mechanisms for stimulating economic growth, methods for attracting investments and necessary reforms for successful reconstruction.
  • Interactive methodology: The training was based on presentations of analytical research, case studies and intensive discussions, which allowed participants to gain skills in forecasting and assessing the effectiveness of government initiatives at the sectoral level.

Thanks to this module, master's students developed professional competencies in economic forecasting and implementing data-based decisions. The knowledge gained allows them not only to understand the principles of building post-war reconstruction strategies, but also to professionally assess their implementation, taking into account the urgent needs of Ukraine in reconstruction.


 

National procurement regulation as a tool for economic revival

The first batch of students of the Program is approaching the end of their studies. The last of the last steps on the way to obtaining a diploma was the module “National Regulation of Public Procurement”, which was conducted under the guidance of Oksana Kaminetska, PhD in Economics, Associate Professor.

This course was not just a study of legal norms, but a deep dive into the strategic function of procurement, which is a critically important tool for the post-war economic recovery of Ukraine and its successful integration into the European economic space.

Within the framework of the module, students analyzed public procurement as a powerful macroeconomic lever. Special attention was paid to the transition from the principle of “lowest price” to the criterion of “most advantageous value for money” (value for money), as well as the problems of introducing life cycle costing (LCC) into Ukrainian practice.

Among the key topics that became the subject of intensive discussions:

  • Harmonization of legislation: implementation of EU directives and ensuring transparency in public procurement.
  • Working with international donors: studying the rules of the EBRD, the World Bank and the EIB. Students examined in detail the principle of the primacy of IFI rules over national legislation in projects financed by them, as well as the issues of anti-corruption policies and cross-debarment rules.
  • Localization and national interests: finding the optimal balance between protecting the national manufacturer and fulfilling Ukraine's international obligations.
  • Megaproject management: features of procurement in complex infrastructure projects, risks in construction and ensuring climate sustainability standards.
  • Procurement under martial law: analysis of the balance between speed of decision-making and transparency, as well as the specifics of the application of temporary regulations.
  • Digitalization and innovation: the role of the DREAM ecosystem, the evolution of the ProZorro system and the introduction of artificial intelligence into procurement processes.
  • Social and ethical aspects: protection of whistle-blowers, gender-sensitive procurement and effective use of seized assets (ARMA) in procurement.

The training was based on interactive methods: presentations of analytical studies, analysis of real cases and simulations. In particular, the participants simulated situations of protecting national interests in international forums, such as the WTO Committee on Government Procurement (WTO GPA Committee), which allowed them to feel the level of responsibility of strategic communicators.


 

The Art of Negotiation and Leadership: students of the second edition of the program completed the “Negotiations and team building” module

The participants of the second batch successfully completed the intensive training course “Negotiations and team building”.

The lecturer of the module was Professor Paolo Augugliaro, a recognized expert in the field of negotiation, professional coach and mentor.

The goal of the course was to maximize the development of practical negotiation skills. The curriculum was balancedly combined with theoretical foundations and their practical implementation. The participants analyzed in detail the key interaction strategies, in particular:

  • Choosing effective tactics: using win-win models, hardball strategies (tough negotiations) and finding compromise solutions.
  • Professional tools: applying the BATNA (Best Alternative to a Negotiated Agreement) concept and the Krajlic Matrix, which are indispensable for effective supply chain management and purchasing strategies.

A feature of this module was complete immersion in professional activity. The classroom was transformed into a real “negotiation room” where students participated in intensive simulations. This approach created a kind of “negotiation gym” where participants could directly test the learned strategies, practice communication skills and test their reaction to complex professional challenges.

In addition, the course provided valuable knowledge on countering unfair tactics that are often encountered in the negotiation process. This allowed the master’s students to gain confidence and prepare for any unforeseen situations in their future activities.

The students noted the extraordinary dynamism and high practical value of the course. We express our sincere gratitude to Professor Paolo Augugliaro for his professionalism, mentoring talent and energy, which made this module an unforgettable experience for our master’s students. We are confident that the developed negotiation and team-building skills will become a solid foundation for the successful careers of the program graduates.


 

Global Challenges and Strategic Leadership: International Management module completed

The second training module “International Management” for students of the second batch of the Program was successfully held. The lecturer of the course was Larysa Sarkisian, Candidate of Economic Sciences, Associate Professor.

The module became a platform for a thorough discussion on the current state and prospects for business development in the context of globalization. The training program covered a wide range of strategic issues that are critically important for international managers:

  • Global trends: analysis of current trends shaping the world economy.
  • International business culture: study of the impact of cultural differences on negotiations and management decision-making.
  • Operating environment: comprehensive analysis of internal and external factors that affect the success of enterprises.
  • Strategic management and HR: mastering strategic management patterns and overcoming challenges in implementing global HR strategies.
  • Social responsibility: consideration of the role of responsible business conduct in the activities of transnational corporations.

In addition to the theoretical basis, the module was aimed at developing soft skills necessary for effective leadership. Students improved their skills in the following areas:

  • Strategic leadership: the ability to see the big picture and make informed management decisions.
  • Intercultural communication and negotiations: developing the ability to effectively interact with partners from different countries and cultural contexts.

Emotional intelligence: understanding the importance of emotional intelligence as a tool for building productive teams.
The combination of theoretical knowledge with practical cases allowed the program participants to form a holistic vision of the modern global economic environment. The acquired competencies armed the masters with the tools to overcome the complex challenges that international companies and institutions face today.


 

Module "Competition Law"

The intensive course “Competition Law” has begun for the first batch of students. This module is an organic addition to the curriculum, as understanding the principles of the competitive environment is critically important for future leaders in the procurement sector.

The course focuses on studying the key rules and mechanisms that support the openness of markets and stimulate innovation. The module program covers a wide range of topics:

  • Fundamental rules: the application of Articles 101 and 102 of the Treaty on the Functioning of the EU in the context of preventing anti-competitive practices.
  • Control and regulation: analysis of merger control procedures and state aid rules.
  • Digital economy: features of digital market regulation and the challenges they pose to modern law.
  • Practical significance: discussion of why open competition is a determining factor for buyers, suppliers and the protection of the public interest in general.

The lecturer of the course was Nataliia Mazaraki, Doctor of Law, Professor, Head of the Department of International, Civil and Commercial Law. Professor Mazaraki is known for her deep scientific approach and ability to adapt complex legal structures to the realities of modern business and public administration.

Her professionalism, practically oriented view of the issues and ability to captivate the audience set a high standard of education from the first day of classes. Thanks to this approach, students have the opportunity not only to master the theory of competition law, but also to learn to apply this knowledge to solve real cases that they will encounter in their professional activities.

We are convinced that this module will become an important component of the formation of professional competencies of our masters, allowing them to build honest and competitive procurement systems that meet high European standards.

The first step to mastery: students of the second edition of the Program completed the module "Industrial Organization"

The second batch of students of our Program successfully completed the study of their first training module - "Industrial Organization". This module laid the fundamental economic foundations necessary for further in-depth analysis of procurement processes and strategic planning.

The lecturer of the module was Anzhelika Gerasymenko - Doctor of Economics, Professor, Vice-Rector for Scientific and Pedagogical Work and International Relations of the State University of Trade and Economics. Thanks to her professional teaching, students were able not only to master the theory, but also to understand how economic mechanisms work in real market conditions.

The module program was aimed at forming a comprehensive understanding of market structures and behavior of business entities. During the training, participants worked on a number of topical issues:

  • The logic of market functioning: analysis of the market as the main element of a market economy.
  • Analytical tools: methodology for determining the boundaries of relevant markets, assessing their capacity, level of concentration and barriers to entry.
  • Strategic behavior: typical scenarios of market players' actions under different economic conditions.
  • Global trends: studying innovation competition, the specifics of the digital platform economy and the mechanisms of network effects.
  • Risk management: studying hidden threats, such as the potential for information manipulation, market capture practices and abuse of market power.
  • Practical value for procurement professionals.

A deep understanding of industrial organization is critically important for public procurement professionals. The knowledge gained allows specialists to more effectively analyze the competitive environment, identify signs of monopolization or collusion, and develop procurement strategies based on real market data.

Grand opening of the second cohort of the International Master's Program in International Public Procurement Management

The second batch of the international master's program in international public procurement management has successfully launched at the University. This unique educational initiative, created by Professor Gustavo Piga (University of Rome Tor Vergata), is implemented in partnership with DTEU with the active support of the Rector of DTEU, Professor Anatoly Mazaraki.

The opening ceremony was an important event that brought together representatives of the academic community, the diplomatic corps and international financial institutions. The following people addressed the participants with welcoming words:

  • Professor Anatolii Mazaraki, Rector of DTEU;
  • His Excellency Carlo Formosa, Ambassador Extraordinary and Plenipotentiary of Italy to Ukraine;
  • Professor Gustavo Piga, Director of the program from the University of Rome Tor Vergata.

The significance of the program was confirmed by the speeches of representatives of key international donors who provide support for the training and development of the professional community of procurement specialists:

  • Priscilla Torres Rossell (EBRD);
  • Kristina Mikulova (European Investment Bank);
  • Constantino Longares (Council of Europe Development Bank).

Personal inspiration to the students was provided by the President of the IMPPM Alumni Association, Hanadi Al-Nabulsi, and the graduate of the first batch of the program, Serhiy Golodniuk, who shared their own experience and prospects for professional growth.

We would like to express our special gratitude to Kristina Mikulova, Head of the EIB Regional Hub in Eastern Europe, and the special guest - CEO of SE "Prozorro" Iaroslav Liubchenko, who attended the ceremony in person. This year, 30 new students joined the program, ready to master the best global practices in procurement management. The program continues to strengthen its status as a comprehensive and authoritative educational platform that forms a new generation of professionals capable of implementing standards of integrity, transparency and efficiency in the field of public contracts.

The final stage: international experts considered the subtle rights and economics of public-private partnership

Within the framework of the international master's program in public procurement management for the first Ukrainian intake, the final training module of the Italian part - "Law and Economics of Public-Private Partnerships" - has been completed. This training has become a strategically important finale, since PPP mechanisms are key to attracting investment and rebuilding infrastructure in the face of modern economic challenges.

Key objectives and content of the module

The module was designed to provide participants with a holistic understanding of how to effectively combine public and private capital. The main emphasis was placed on three fundamental aspects:

  • Legal regulation: analysis of the legal field of PPP in an international perspective, study of various partnership models and their role in financing large infrastructure projects.
  • Contract management: consideration of problems arising in the administration of various PPP models, from the stage of selecting a private partner to ensuring the fulfillment of contractual obligations.
  • Economic theory: applying contract theory and incentive systems to align interests of all project parties, structure payments, and effectively allocate risks between government and business.

Expert support

The training was delivered by recognized international experts whose experience combines academic depth with practical work with government and financial institutions.

  • Gabriele Ferrante is a Director of the Valuation & Business Modeling and Project & Infrastructure Finance practices at Deloitte. With over 20 years of experience in project finance, Mr. Ferrante has advised both public and private entities, including serving as a Senior Advisor in the Technical Unit for Project Finance of the Italian Government. His lectures focused on financial modeling, project feasibility studies, and value-for-money in the infrastructure sector.
  • Slađana Sredojević is a specialist with over 15 years of experience in the public and private sectors, international financial institutions and banking. Professor Sredojević is a member of the UNECE PPP Expert Register and has worked with organizations such as The Economist Intelligence Unit and the European Investment Bank. She has shared her knowledge as a lecturer at leading European universities. Her expertise has helped students see PPPs not only as a legal construct, but as a development tool based on shared values ​​and public welfare.
    Practical significance for Ukrainian specialists

For the participants of the first Ukrainian batch, this module is of particular importance. In the context of post-war reconstruction of Ukraine, the issues of legal support and economic feasibility of public-private partnerships are becoming critical for attracting international investors. The knowledge gained will allow master's students to effectively structure complex infrastructure deals, minimize risks for the state and ensure transparency in relations with the private sector.

Completion of this module marked the end of an intensive learning journey during which Ukrainian specialists adopted the best global practices in procurement management. This creates a solid foundation for professional activities aimed at modernizing Ukrainian infrastructure in accordance with international standards.

Students are now moving on to the last four modules of their Ukrainian colleagues.


 

Module "Strategic Procurement and Quality Management": new horizons of efficiency within the master's program

The international master's program included a training module on Strategic Procurement and Quality Management. The course program focused on combining the fundamental principles of quality management with innovative strategies for sustainable development and digital transformation of procurement processes.

Key objectives and content of the module

The training program of the module aimed to equip participants with the tools necessary for quality management in the public and private sectors. Among the main areas of study:

  • Quality management: stakeholder theory, ISO 9001 methodology in procurement, measuring customer satisfaction and conducting quality audits.
  • Models of excellence: familiarization with EFQM (European Foundation for Quality Management) standards.
  • Sustainable and "green" procurement (Green Public Procurement): understanding environmental criteria, use of environmental management systems, ecolabels and assessment of environmental impact throughout the product life cycle.
  • European legislation: practical aspects of designing green tenders in accordance with EU requirements.
  • Expert view: Complex procurement and innovation

The lecture course was complemented by practical sessions from leading industry experts.

  • Sergio Benetti focused on the management of complex procurement, where the preparation stage plays a key role. The expert analyzed the features of procurement, which are characterized by high cost, risk and a long implementation cycle. A separate block of training was the case of the European Space Agency (ESA): students examined the agency's industrial policy and the specifics of procedures in the field of European space activities.
  • Sergio Vacca focused on the strategic integration of the procurement function into the organizational structure of a company or institution. The module participants analyzed in detail the performance indicator system (KPI), cost analysis and strategies for improving the organization's performance. An important part of the course was the study of the concepts of DSN (Digital Supply Network) and DCM (Digital Capability Model), which allowed students to learn how to implement digital transformation programs in practice and develop roadmaps for a successful transition to digital procurement management.

By combining the theoretical basis with practical exercises, students gained a deep understanding of how strategic thinking and quality management can change the role of the purchaser in the organization - from a simple executor to a strategic partner that ensures sustainable development and efficiency. This module became an important step in the training of specialists capable of responding to global challenges and implementing modern management standards in Ukraine.


 

Balance between innovation and social justice: international experts conducted the module "Social and innovative procurement"

Within the framework of the international master's program in public procurement management, an extremely relevant and meaningful module “Social vs Innovative Procurement” was held. The curriculum was dedicated to one of the most difficult dilemmas of modern procurement policy: how to effectively use public procurement tools to stimulate technological progress, while not neglecting issues of social equality, inclusion and respect for human rights.

The training was conducted by four leading world experts, each of whom is an authority in their field, which allowed students to consider the issue from different angles: economic, legal, innovative and social.

Module teaching staff:

  • Professor Jakob Edler: Executive Director of the Fraunhofer Institute for Systems and Innovation Research (Fraunhofer ISI) and Professor at the Manchester Institute for Innovation Studies. Professor Edler is a recognized expert in the field of innovation policy. His lectures focused on the concept of “innovative procurement” and the role of the state as a driver of demand-side innovation policy.
  • Professor Christopher McCrudden: Professor of Human Rights and Equality Law at Queen’s University Belfast and the University of Michigan. Author of the seminal work “Buying Social Justice”, he helped participants to better understand how public procurement can serve as a tool to protect human rights, combat discrimination and promote gender equality.
  • Professor Nicola Dimitri: Economist at the University of Siena, former economic advisor to the Italian procurement agency CONSIP. Professor Dimitri highlighted the economic side of the issue, examining auction theory, market design and mechanisms to minimize corruption risks when implementing innovative solutions.
  • Professor Annamaria La Chimia: Professor of Law and Development at the University of Nottingham, Director of the Public Procurement Research Group. She examined in detail the relationship between procurement and sustainable development strategies, particularly in the context of international aid and cooperation with global organisations (World Bank, EU).

Key discussion topics

The module provided a platform for discussion on why modern procurers should act as strategic managers, not just administrators. Key learning highlights included:

  • Technological sovereignty: how procurement can help countries develop their own high-tech base.
  • Social responsibility: how to require suppliers to meet ethical standards and ensure decent working conditions through tender conditions.
  • Cost-effectiveness: how to balance the high cost of innovative solutions with long-term benefits for society.

By engaging such high-caliber faculty, program participants gained a holistic understanding of how the legal framework, economic incentives, and social obligations of the state intertwine in the daily practice of public procurement. This integrated approach is critical for future leaders who will implement standards of integrity and innovation in their countries.


Module "Planning and Management of Procurement Operations"

As part of the training module for the first Ukrainian group of the Master's Program, a series of lectures by prominent international experts - Aisha Nadar and Alvaro Diez - took place. Program participants were able to gain unique insights from world-class specialists who shared their experience working with large-scale international projects.

About the experts

  • Aisha Nadar is a leading specialist in the field of international construction and dispute resolution with 35 years of professional experience. She specializes in all stages of the implementation of cross-border infrastructure and defense programs, advising clients on strategic planning, contract preparation and contractual relationship management. Aisha Nadar has extensive experience as an arbitrator and mediator, is on the list of conciliators of the International Center for Settlement of Investment Disputes (ICSID) and holds the position of Vice-Chair of the Arbitration and ADR Commission of the International Chamber of Commerce (ICC). Her expertise in procurement reform, which has been involved in projects with the World Bank, USAID, and the US Department of Defense, provided students with an understanding of international best practices.
  • Álvaro Díez is Deputy CEO of IRD Engineering, an international expert with over 25 years of experience managing multinational consulting and engineering companies. During his career, he has provided strategic and operational support for over 2,000 tender procedures in over 100 countries worldwide, with a total value exceeding US$5 billion. Álvaro Díez shared with students his unique perspective on international procurement by the private sector, delving into the specifics of working with contracts for the provision of consulting and engineering services funded by multilateral organizations.

During the online meetings, experts focused on practical aspects of international procurement that are critically important for Ukrainian professionals in the context of future recovery and development projects:

  • Strategic planning and preparation: from risk analysis to writing high-quality tender documents.
  • Contract and dispute management: effective mechanisms for mediation, arbitration and pre-trial conflict resolution in complex infrastructure projects.
  • The private sector perspective: how businesses prepare for participation in international tenders and what tools ensure successful contract implementation.

For students, this series of lectures was an opportunity not only to gain theoretical knowledge, but also to gain experience in solving real business problems. Direct dialogue with practitioners of this level helps participants develop the skills necessary to work effectively in the international procurement environment and implement high standards of transparency and quality in Ukraine.


International expertise in action: Professor Veljko Sikirica conducted a module on IFI procurement procedures and practices

Our next course, "IFI Procurement", was delivered by Prof. Veljko Sikirica, a member of the IMPPM Executive Committee and a respected international expert with over 45 years of experience in procurement, engineering and project management.

The training program was structured into eight intensive sessions dedicated to a detailed analysis of public procurement operations conducted by leading international financial institutions (IFIs), with a particular focus on the EU and EBRD approaches.

During the module, participants mastered a wide range of strategic and practical issues:

  • Fundamentals of procurement: principles, management regimes, selection criteria and evaluation of tenders.
  • Project life cycle management: from planning and assessing institutional readiness to implementing complex infrastructure projects.
  • Strategic planning: developing procurement plans and applying tools to ensure cost effectiveness (Value for Money).
  • Sustainable Development: Implementing Gender Inclusion and Environmental Responsibility in Procurement.

Lecturer’s Expertise

Dr. Veljko Sikirica brings a unique global experience to the course. During his professional career, he has worked for leading global institutions, including:

  • European Bank for Reconstruction and Development (EBRD): for 10 years he served as Deputy Director of the Procurement Policy and Advisory Department, ensuring compliance with procurement rules in projects financed by the bank.
  • Inter-American Development Bank (IDB): over 25 years of experience in various management positions.
  • Crisis Management: Mr. Sikirica has extensive experience in organizing procurement in emergency situations, in particular after natural disasters (earthquakes, floods, hurricanes) and man-made disasters, including nuclear safety restoration projects (Chernobyl).

Today, Dr. Sikiritza is a full-time lecturer at the International Law Institute (ILI) in Georgetown (USA) and shares his experience with students at the University of Rome Tor Vergata.

Participating in the module under the guidance of such a specialist allowed students to gain knowledge about how complex mechanisms of international procurement work in practice. Analysis of real cases and a deep dive into the issues of dispute resolution and assessment of the capacity of implementing agencies gave the program participants the tools necessary for the effective management of large-scale international projects in energy, infrastructure, healthcare and ecology.

This module is an important component of the training of future specialists who are able to operate professionally in the global market and ensure high standards of transparency and efficiency of public procurement.


Мистецтво управління суперечками в публічних закупівлях: завершено восьмий модуль міжнародної магістерської програми "Скарги та спори за контрактами"

Учасники Програми успішно опанували восьмий навчальний модуль — «Скарги та спори за контрактами» (Contract Complaints and Disputes). Навчальний процес проходив під керівництвом провідних міжнародних експертів: професора Стіва Шунера та Френка Брунетти.

Експертний склад модуля

  • Стів Шунер (Steve Schooner) — визнаний міжнародний експерт у галузі права державних контрактів, політики закупівель, судових спорів, врегулювання конфліктів та етики публічної служби. Професор Шунер має унікальний досвід консультування урядів та інституцій у понад 40 країнах світу, що дозволило студентам отримати глибоке розуміння того, як адаптувати глобальні підходи до реалій національних систем закупівель.
  • Френк Брунетта (Frank Brunetta) — колишній Омбудсмен із питань закупівель Канади (2011–2015 рр.). На цій посаді пан Брунетта очолював незалежний орган, діяльність якого була спрямована на забезпечення справедливості, відкритості та прозорості у федеральних закупівлях Канади. Раніше він обіймав керівні посади в Міністерстві громадських робіт та урядових послуг Канади (PWGSC), зокрема був головним спеціалістом з управління ризиками. Пан Брунетта має ступінь магістра державного управління Гарвардського університету, є запрошеним викладачем Університету Риму «Тор Вергата» та Університету Белграда, а також членом редакційної колегії European Journal of Public Procurement Markets.

Навчальна програма модуля була побудована на поєднанні фундаментальної правової теорії з розв'язанням реальних практичних кейсів. Протягом навчання учасники зосередилися на критично важливих аспектах закупівельного процесу:

  • Динаміка конфліктів: аналіз того, як виникають суперечки протягом усього життєвого циклу закупівлі, та механізми їх запобігання.
  • Інструменти вирішення спорів: розгляд ролі арбітражу, медіації, функцій омбудсмена та системи оскарження контрактів.
  • Етичні стандарти: обговорення важливості прозорості, професійної етики та процедурної справедливості як запоруки довіри до системи публічних закупівель.

Завдяки активним дискусіям та аналізу міжнародного досвіду, студенти змогли поглибити розуміння того, як суперечки у сфері закупівель впливають на роботу державних установ та бізнес-середовища. Основний фокус модуля був спрямований на розвиток навичок управління складними конфліктними ситуаціями у професійній, зваженій та юридично обґрунтованій манері.

Модуль «Доброчесність та боротьба з корупцією у сфері  публічних закупівель»: міжнародна експертиза в дії

В межах магістерської програми розпочато викладання інтенсивного модуля «Доброчесність та боротьба з корупцією у сфері публічних закупівель» (Integrity and Anticorruption in Public Procurement). Курс спрямований на формування комплексного розуміння принципів, політик та процедур, що регулюють закупівлі в межах проєктів державного сектору, які фінансуються міжнародними фінансовими інституціями (МФІ), з особливим акцентом на політику ЄБРР.

Мета та завдання навчання

Публічні закупівлі відіграють ключову роль у стратегії ЄБРР, сприяючи ефективному використанню державних коштів, інституційному зміцненню та розбудові внутрішнього потенціалу державних органів.

Після завершення модуля слухачі зможуть:

  • Розуміти важливість закупівель у проєктах МФІ.
  • Вільно орієнтуватися у політиках та правилах закупівель МФІ.
  • Застосовувати найкращі практики закупівель для досягнення ефективності проєктів.
  • Ідентифікувати ризики та проблеми в реальних умовах реалізації проєктів.
  • Розуміти роль нагляду за закупівлями та техніки управління контрактами.

  • Стана Маріч (Stana Maric): Заступниця директора департаменту політики та консультування із закупівель ЄБРР. Юрист із досвідом розслідувань випадків шахрайства та корупції, що спеціалізується на санкційній політиці та питаннях доброчесності.
  • Нурілія Молдахматова (Nourilya Moldakhmatova): Заступниця директора департаменту політики та консультування із закупівель ЄБРР. Провідна радниця з проєктів ЄБРР в Україні, яка координує питання планування закупівель та впровадження проєктів в інфраструктурному секторі.

Навчальний модуль «Цифрові закупівлі» (E-Procurement) продовжився серією лекцій від запрошеного експерта Роджера Бікерстаффа (Roger Bickerstaff). У межах своєї програми професор детально розглянув актуальні виклики та регуляторні особливості електронних закупівель у міжнародному контексті.

Про експерта

  • Роджер Бікерстафф — партнер міжнародної юридичної фірми Bird & Bird, що працює в Лондоні, Дубліні та Сан-Франциско. Він є визнаним фахівцем у галузі права технологій та закупівельного законодавства ЄС. Маючи понад 20-річний досвід супроводу масштабних ІТ-проєктів, пан Бікерстафф консультує урядові та міжнародні інституції щодо питань договірного права, управління закупівлями та врегулювання суперечок. У його портфоліо — супровід створення таких інфраструктурних проектів, як PRACE (Європейська мережа суперкомп’ютерів), EMSO та EMBRC, що отримали статус ERIC (Консорціум європейської дослідницької інфраструктури).

Тематичне охоплення лекцій

Лекційний курс Роджера Бікерстаффа охопив широкий спектр питань: від світової політики державних закупівель до етичних аспектів впровадження новітніх технологій:

  • Електронні закупівлі та публічна політика: Аналіз підходів ЄС, Світового банку та UNCITRAL. Студенти порівняли різні моделі закупівель, включаючи централізований підхід Південної Кореї, українську систему «Prozorro» та принцип «прозорості за замовчуванням» у Великій Британії. Також було проведено групову дискусію щодо переваг та бар’єрів впровадження е-закупівель у країнах походження студентів.
  • Правове регулювання: Огляд законодавчої бази ЄС, а також ключових обов’язків для органів, що здійснюють закупівлі, та вимог до систем е-закупівель.
  • Закупівлі ІКТ: Специфіка придбання апаратного забезпечення, програмного забезпечення та ІТ-послуг. Обговорення використання динамічних систем закупівель, а також політик щодо хмарних обчислень та відкритості даних (national protection vs open data).
  • Інноваційні технології та ШІ: Правові та етичні аспекти закупівлі технологій штучного інтелекту, а також огляд регуляторної бази ЄС у цій сфері.

Практичний компонент

Навчання супроводжувалося аналізом складних бізнес-кейсів, зокрема щодо застосування законодавства ЄС у практичних ситуаціях, а також викликів, пов’язаних із використанням органами державної влади технологій розпізнавання облич. Це дозволило студентам поглибити розуміння того, як правові норми адаптуються до швидкого розвитку технологій.


Модуль "Цифрові закупівлі"

В рамках програми навчання розпочато викладання нового навчального модуля «Цифрові закупівлі» (E-Procurement). Курс проводить запрошений професор Ізабель Да Роза (Isabel Da Rosa), експертка з багаторічним досвідом у сфері державного управління та цифрової трансформації.

Професор Ізабель Да Роза наразі обіймає посаду директора з фінансів, досліджень та стратегії в IMPIC (Португальський регулятор публічних закупівель). Раніше вона працювала віце-президентом Інституту фінансового та матеріального забезпечення системи юстиції.

Протягом шести років пані Да Роза була національним експертом у Європейській Комісії, спеціалізуючись на політиці цифрових закупівель та цифровій трансформації публічного сектору. Чотири роки з цього періоду вона очолювала команду з питань цифрових закупівель у підрозділі інноваційних та електронних закупівель DG GROW (Генеральний директорат з питань внутрішнього ринку, промисловості, підприємництва та малого і середнього бізнесу).

Маючи ступінь PhD у галузі моделей управління для цифрової трансформації державного сектору, спеціалізацію з національної оборони та освіту в галузі прикладної математики, Ізабель Да Роза володіє понад 30-річним досвідом роботи в ІКТ та менеджменті державного сектору. Раніше вона також обіймала посади заступника генерального секретаря Міністерства громадських робіт, транспорту та комунікацій Португалії, а також голови комітету з ІКТ у тому ж міністерстві.

Модуль «Цифрові закупівлі» охоплює ключові аспекти сучасної практики публічних закупівель та їх цифровізації. Навчальна програма включає наступні тематичні блоки:

  • Цифрові закупівлі: життєвий цикл електронних публічних закупівель, хронологія правових зобов'язань, використання європейських інструментів (TED, ESPD, eCertis) та впровадження принципу «лише один раз» (Once-only principle).
  • Дані в публічних закупівлях: роль стандартизації, нові стандарти eForms, реєстри контрактів та європейський простір даних публічних закупівель (Public Procurement Data Space).
  • Цифрова трансформація публічних закупівель: використання новітніх технологій, зокрема штучного інтелекту, в процесах закупівель на основі світових кейсів.

Управління цифровою трансформацією: стратегічні підходи до управління процесами цифровізації у сфері публічних закупівель.

На завершальному етапі навчання студенти мали змогу закріпити отримані знання, працюючи в групах над аналізом практичних бізнес-кейсів, що дозволило їм застосувати теорію до реальних викликів сучасного ринку закупівель.


Модуль «Конкуренція та закупівлі" з  доктором Метью Ольчак

Під час модуля «Конкуренція та закупівлі» доктор Метью Ольчак зосередив увагу студентів на детальному аналізі складових конкуренції як на ринку загалом, так і в публічних закупівлях зокрема.

Перелік тем включав:

  • Вступ до конкуренції та що таке конкурентна політика?
  • Теорія та політика змови, а також змова на ринках публічних закупівель.
  • Політика злиттів та злиття на ринках публічних закупівель.

Доктор Метью Ольчак є доцентом з економіки та наразі очолює кафедру економіки та міжнародного бізнесу в Університеті Астона, Бірмінгем, Велика Британія. Він проводить дослідження в галузі промислової організації, конкурентної політики та спортивної економіки. Його роботи були широко опубліковані в міжнародних економічних журналах та журналах з конкурентного права. Крім того, він є співавтором книги про картелі типу «hub-and-spoke», опублікованої у 2022 році.

Він викладав мікроекономіку, промислову організацію, конкурентну політику, поведінкову економіку та спортивну економіку. Метью має великий інтерес до використання та дослідження технологій, зокрема онлайн-ігор, для покращення викладання та навчання. Він є головним науковим співробітником Advance HE та асоційованим членом Economics Network.


Д-р Адріано Ді Доменікантоніо закрив модуль «Економіка закупівель»

Доктор Адріано Ді Доменікантоніо завершив модуль «Економіка закупівель», показавши основні методи, що знижують ризик змови у сфері публічних закупівель, використовуючи проблеми правозастосування та координації антиконкурентної поведінки.

Адріано Ді Доменікантоніо є професійним закупівельником великої комунальної компанії в транспортному секторі Італії – Trenitalia, який займається технічними закупівлями, та був консультантом із закупівель у «Advanced Procurement» - консалтинговій, професійно-тренінговій та дослідницькій фірмі.

Як консультант він працював у проектах для Міжнародного фонду сільськогосподарського розвитку (IFAD), регіону Лаціо, кількох комунальних компаній, серед яких ACEA Ltd., ENI Ltd та Poste Italiane Ltd. Він закінчив економічний факультет та має ступінь магістра з «Управління закупівлями» Римського університету «Tor Vergata».

Заняття було представлено на основі реальних тематичних досліджень та прикладів, основних правил структурування процесу відбору у сфері публічних закупівель, спрямованих на уникнення ризику неявної або явної змови.

Основними темами були наступні: формати тендерів; поділ на лоти; правила та формули присудження контрактів.
